Last year the IRS had 115,478 income tax refund
checks totaling $110 million -- an average of about $953 per taxpayer --
undelivered mainly due to unreported changes of name and/or address,
typically after a move, marriage, death or divorce. In addition, each
year an estimated $500,000,000 million in IRS refund checks that are
delivered are not cashed and go unpaid every year. Special tax programs are another source of unclaimed funds. In 2003, 115,744 advance child tax credit checks worth more than $50 million went undelivered, and approximately 25% of eligible taxpayers fail to claim the Earned Income Tax Credit, a refund of up to $4,300 for low-income workers. Taxpayers must request reissue if a tax refund check has been lost, destroyed or voided due to the passage of time -- US Treasury checks are generally negotiable one year from the date of issue. Because the funds are held by an agency of the U.S. Federal government, your name will not appear in a state unclaimed property database search.
